Traders fearing an imminent Bitcoin market dump overlook a key legal barrier: the March 2025 presidential executive order establishing a Strategic Bitcoin Reserve.

Under that directive, the federal government operates under a strict "no-sale" mandate for sovereign Bitcoin holdings, estimated at 324,000 BTC.

Because of this statutory protection, the 833.6 BTC transferred to Coinbase Prime cannot be sold on the open market and is earmarked strictly for long-term federal custody consolidation.

Will Non-Reserve Tether and BNB Be Liquidated?

While Bitcoin is legally protected from market sales, Tether and BNB enjoy no such immunity.

The Marshals Service holds explicit authority to convert non-reserve seized assets into fiat currency for deposit into the Justice Department's Assets Forfeiture Fund.

However, Coinbase Prime executes government asset conversions through off-exchange OTC desks and algorithmic time-weighted orders. The $470 million transfer is therefore a routine custody consolidation, not a market-crashing selloff.
